世界服装产业联盟（GAC）章程

 

第一章 总 则

 

        2023年11月16-18日，由中国纺织工业联合会、广东省东莞市人民政府共同主办，由中国服装协会、中国纺织信息中心、虎门镇人民政府和东莞市虎门服装服饰行业协会联合承办的世界服装大会在中国广东省东莞市虎门镇召开。经大会的发起单位共同协商确定，自2023年开始，世界服装大会每年举办一次，大会发起单位联合倡议成立“世界服装产业联盟”，旨在建立长效工作机制，推进和协调服装行业国际合作。本章程依据世界服装大会发起单位共同协商确定的原则制定。

 

第一条  名称

世界服装产业联盟（以下简称“联盟”），英文名称为“Global Apparel Community”，英文缩写为“GAC”。

 

第二条  性质

联盟为非赢利性、非法人性质的国际合作组织。

 

第三条 宗旨

联盟是由全球服装行业相关机构共同发起成立的合作性组织，坚持共商、共建、共享原则，团结和协调全球服装行业，搭建世界服装合作交流平台，促进服装行业国际合作，实现全球服装产业链上下游合作共赢，推进全球服装产业实现健康、可持续发展。

 

第四条 成员

联盟成员构成主要包括: 世界各国纺织服装行业相关的行业组织。

 

                                                                                                                                    第二章 职 责

 

 

第五条 联盟职责

1、共同商定每届世界服装大会的具体时间和会议主题；

2、提出全球性或地区性的倡议，促进和加强联盟各成员之间在商贸和投资方面的合作关系；

3、为联盟各成员之间的沟通与合作提供服务，增进成员间联系；

4、联盟各成员积极参与定期举行的世界服装大会，共同探讨世界服装产业面临的挑战和发展机遇，积极寻求务实的合作路径，为世界服装行业发展献计献策。

 

 

第三章 组织机构

 

 

第六条 联盟将本着平等协商、自愿参加的原则建立，联盟不收取成员单位会费。

第七条 联盟成员由发起世界服装大会的各国纺织服装行业相关的行业组织组成。

第八条 联盟设主席1名，副主席若干名。主席和副主席由联盟理事会商议产生。

 

第九条 每届主席任期为两年，可连任。

 

第十条 主席主持联盟日常工作，执行联盟决议，负责召集联盟会议。主席缺席时，可指定其他副主席或其他联盟成员代行其职。

 

第十一条 联盟设秘书处；设秘书长1名，副秘书长若干名，由主席聘任，经联盟会议予以认定。秘书处在联盟的直接领导下进行工作，负责联盟成员的协调、服务与主要活动的组织工作等。

 

第十二条 联盟会议每年召开一次；如因特殊原因，联盟主席可决定提前、推迟或临时召开联盟会议。

 

 

第四章 附　则

 

 

第十三条 本章程未尽事宜，可商定相关细则加以规定；该细则经联盟批准后，与章程具有同等效力。

 

第十四条 联盟的工作语言为英文和中文。

 

第十五条 本章程的解释权属联盟。

 

第十六条 本章程自联盟正式成立之日起生效。

 

Charter of Global Apparel Community (GAC) 

 

Chapter I  General Provisions

 

Global Apparel Conference (the Conference) will be held at Humen Town, Dongguan City, Guangdong Province, China from November 16 to 18, 2023. The Conference is co-sponsored by China National Textile and Apparel Council (CNTAC) and the People’s Government of Dongguan City, Guangdong Province, and co-organized by China National Garment Association (CNGA), China Textile Information Center, the People’s Government of Humen Town and Dongguan Humen Clothing & Accessories Industry Association. The initiators of the Conference agreed to hold the Conference once every year since 2023, and jointly proposed to found the “Global Apparel Community” (GAC) for establishing a long-term working mechanism, promoting and coordinating international cooperation in the apparel industry. This Charter is formulated in accordance with the principles agreed by the initiators of the Conference.

 

 

Article 1        Name

The organization is named Global Apparel Community in English and abbreviated as “GAC”.

 

Article 2        Nature

GAC is a non-profit, unincorporated international cooperative organization.

 

Article 3        Purpose

GAC is a cooperative organization initiated and established by relevant institutions in the global apparel industry. Adhering to the principles of consultation and collaboration for shared benefits, it is dedicated to uniting and coordinating the global apparel industry, building a global apparel cooperation and exchange platform, promoting international cooperation in the industry, and finally achieving win-win cooperation in the upstream and downstream of the global apparel industrial chain, and promoting sound and sustainable development of the global apparel industry.

 

Article 4        Members

GAC members are mainly textile and clothing-related organizations in countries around the world.

 

 

Chapter II    Responsibilities

 

 

Article 5        GAC responsibilities

1. To agree on the specific time and theme of each Conference;

2. To advance global or regional initiatives to promote and strengthen trade and investment cooperation among GAC members;

3. To facilitate the communication and cooperation among GAC members, and strengthen ties among members;

4. GAC members should actively participate in the regularly-held Conference to jointly explore challenges and development opportunities faced by the global apparel industry, actively seek practical ways for cooperation, and make recommendations for the development of the global apparel industry.

 

 

Chapter III   Organizational Setup

 

Article 6        GAC will be established according to the principles of equal consultation and voluntary participation, and will not charge any membership fees from its members.

 

Article 7       GAC members are composed of textile and apparel-related organizations initiating the Conference.

 

Article 8       GAC will have one chair and several vice chairs. Both the chair and vice chairs are elected through consultation by the council of GAC.

 

Article 9       Each chair will have a 2-year term of office, and may serve consecutive terms.

 

Article 10    The chair will preside over daily work of GAC, implement resolutions of GAC, and convene meetings of GAC. In the absence of the chair, he/she may appoint other vice chair or other member of GAC to act on his/her behalf.

 

Article 11    GAC will have a secretariat that is composed of one secretary general and several deputy secretaries general, who are appointed by the chair and confirmed by the GAC conference. The secretariat will work under the direct leadership of GAC, and is responsible for coordinating and serving the GAC members, and organizing major activities, etc.

 

Article 12     GAC conferences will be held once every year. In special cases, the chair may decide to advance, postpone or temporarily hold conferences of GAC.

 

 

Chapter IV        Supplementary Provisions

 

Article 13    Matters uncovered herein may be stipulated by relevant agreed rules; such rules, once being approved by GAC, shall have the same effect as the Charter.

 

Article 14    GAC uses English and Chinese as its working languages.

 

Article 15     GAC reserves the right to interpret this Charter.

 

Article 16    This Charter shall take effect as of the official inception date of GAC.
